No. 775 Geneva, 23 November 1993 CONCERNING: Significant Trade in Animal Species Included in Appendix II Recommendations of the Standing Committee 1.Following the eighth meeting of the Conference of the Parties, the Animals Committee adopted a number of recommendations, in accordance with Resolution Conf. 8.9, relating to species subject to significant levels of trade that had been considered as a priority. The Secretariat sent these recommendations to the countries concerned in June 1992. All the recommendations of the Animals Committee are contained in the report that was distributed to the Parties with Notification to the Parties No. 702 of 31 August 1992. 2.In Notifications to the Parties Nos. 737 and 761 of 20 April and 31 August 1993 respectively, the Secretariat informed the Parties of the actions recommended by the Standing Committee in cases where the primary recommendations of the Animals Committee had not been implemented. Since then, the Secretariat has satisfied itself that the primary recommendation relating to Brotogeris pyrrhopterus in Peru has been implemented. 3.The deadline set by Resolution Conf. 8.9 for implementing the secondary recommendations of the Animals Committee was twelve months after their receipt by the Parties concerned. 4.The Secretariat produced a full report on the implementation of the secondary recommendations, for the 30th meeting of the Standing Committee, held in Brussels, Belgium, 6-8 September 1993. 5.The Standing Committee considered each case individually. Some cases were referred back to the Animals Committee. In some cases the Standing Committee called for certain action to be taken by the Parties concerned before the 31st meeting of the Standing Committee, 21-25 March 1994; the countries concerned have since been informed. However, in some cases the Standing Committee recommended that, if the secondary recommendation of the Animals Committee were not implemented by 31 October 1993, the Parties should suspend imports of specimens of the species affected from the country concerned until it has been implemented. The countries that have failed to implement the secondary recommendations by this deadline are included in the list in paragraph 6. below. 6.The Standing Committee recommends to all Parties that they suspend imports, from each State listed below, of specimens of the species indicated for that State until it has implemented the relevant primary or secondary recommendations of the Animals Committee: Argentina Lama guanicoe (However, the suspension does not apply to specimens that form part of the registered stock in Argentina, provided that the permits are confirmed by the Secretariat before being accepted by the country of import.) Azerbaijan Felis lynx Cameroon Psittacus erithacus China Felis bengalensis and Ptyas mucosus Ghana Python regius Guinea Psittacus erithacus India Rana tigerina and Rana hexadactyla Indonesia Cacatua sulphurea and Ptyas mucosus Latvia Felis lynx Lithuania Felis lynx Moldova Felis lynx Peru Aratinga erythrogenys Togo Python regius Ukraine Felis lynx United Republic of Tanzania Agapornis fischeri and Malacochersus tornieri. 7.Resolution Conf. 8.9 gives to the CITES Secretariat the responsibility to determine whether the recommendations of the Animals Committee have been implemented. The Secretariat will therefore notify the Parties as soon as the relevant recommendations have been implemented by each of the above States. 8.This Notification replaces Notifications to the Parties Nos. 737 and 761.
