No. 873 Geneva, 31 August 1995 CONCERNING: Implementation of Resolution Conf 8.9 Recommendations of the Standing Committee 1.In Notification to the Parties No. 833, of 20 January 1995, the Secretariat informed the Parties of the States that had not implemented recommendations of the Animals Committee made in accordance with Resolution Conf. 8.9 and with respect to which the Standing Committee recommended to all Parties that they suspend imports of specimens of the particular species of concern. 2.The Secretariat has received information from the Management Authority of China, relating to its implementation of the recommendations of the Animals Committee on significant trade in Prionailurus bengalensis (= Felis bengalensis). The Secretariat is satisfied that China has taken or initiated the action necessary to implement these recommendations. Accordingly, the Standing Committee's recommendation to the Parties to suspend imports of specimens of Prionailurus bengalensis from China is hereby withdrawn. 3.At its ninth meeting, the Animals Committee adopted a series of primary and secondary recommendations in accordance with Resolution Conf. 8.9, these relating to species subject to significant levels of trade that had not been considered as a priority. The Secretariat sent these recommendations to the countries concerned on 12 January 1994. The deadline set by Resolution Conf. 8.9 for implementing the secondary recommendations of the Animals Committee is 90 days after their receipt by the Parties concerned. 4.The Secretariat reported to the Standing Committee on the implementation of the secondary recommendations at its 35th meeting, Geneva, 21-24 March 1995. At that meeting the Standing Committee agreed on a number of recommendations to specific States that had not implemented secondary recommendations of the Animals Committee As a result, five States were informed that, if they did not establish cautious quotas for the species concerned by 30 April 1995, the Standing Committee would recommend that Parties not accept imports of specimens of the species in question from those countries until they had established cautious quotas or implemented the relevant secondary recommendations of the Animals Committee to the satisfaction of the Secretariat. Some of the countries concerned responded positively, immediately establishing cautious quotas. In other cases, a lengthy correspondence has been necessary to provide clarification and discuss appropriate quotas. Two countries however have not taken the action recommended by the Standing Committee. These have been added to the list of countries included in Notification to the Parties No. 833. 5.The Standing Committee recommends to all Parties that they suspend imports, from each State listed below, of specimens of the species indicated for that State until it has implemented the relevant primary or secondary recommendations of the Animals Committee or established cautious export quotas: Argentina Lama guanicoe (However, the suspension does not apply to specimens that form part of the registered stock in Argentina, provided that the permits are confirmed by the Secretariat before being accepted by the country of import.) Azerbaijan Felis lynx China Ptyas mucosus Ghana Kinixys belliana, Kinixys erosa and Kinixys homeana Indonesia Cacatua sulphurea and Ptyas mucosus Latvia Felis lynx Lithuania Felis lynx Madagascar Coracopsis vasa, Chamaeleo spp. and Phelsuma spp. (except P. laticauda, P. lineata, P. madagascariensis, P. quadriocellata, Chamaeleo lateralis, C. oustaleti, C. pardalis, C. verrucosus) Peru Aratinga erythrogenys Republic of Moldova Felis lynx Solomon Islands Ornithoptera urvillianus and Ornithoptera victoriae Turkey Testudo graeca Ukraine Felis lynx United Republic of Tanzania Agapornis fischeri, Poicephalus cryptoxanthus, Poicephalus meyeri, Poicephalus rufiventris, Tauraco fischeri, Geochelone pardalis, Malacochersus tornieri and Eryx colubrinus. 6.Resolution Conf. 8.9 gives to the CITES Secretariat the responsibility to determine whether the recommendations of the Animals Committee have been implemented. The Secretariat will therefore notify the Parties as soon as the relevant recommendations have been implemented by each of the above States. 7.The present Notification replaces Notification to the Parties No. 833.
