Notification to the Parties

CONCERNING:

National Reporting Form on Illegal Killing of Elephants

1. At its 40th meeting, the Standing Committee discussed the implementation of Decision 10.1 and Resolution Conf. 10.10. In relation to the need for reporting and monitoring the illegal killing of elephants, it decided that "The Secretariat, with support from the IUCN/SSC African Elephant Specialist Group, should continue the development of a national reporting form, with the aim of sending this with a Notification to the Parties by 1 July 1998 (see Notification to the Parties No. 1998/09).

2. The preparation of this form has now been completed and the Secretariat would like to acknowledge the help of the IUCN/SSC African Elephant Specialist Group, which undertook this task.

3. The National Reporting Form on Illegal Killing of Elephants is attached to the present Notification. The range States of Loxodonta africana (African elephant) and Elephas maximus (Asian elephant) are invited to complete this form and to return it to the Secretariat by 31 December 1998. Other Parties should treat this as being for information only.

4. Forms that have been completed and returned will be used to conduct an analysis of the possible effects of the amendments to the CITES appendices on the killing of elephants. The results will be presented to the Standing Committee, which (in accordance with Resolution Conf. 10.10) is responsible for overseeing the establishment of a system for monitoring the killing of elephants and trade in elephant specimens.
