Notification to the Parties

CONCERNING:

Communication with Traders

1. It is becoming increasingly common for traders to make direct contact with the Secretariat to discuss the issuance or confirmation of permits. Traders often indicate that they have been advised by CITES Management Authorities to do so.

2. Although the Secretariat is always willing to advise traders about the provisions of the Convention and the Resolutions of the Conference of the Parties, its policy is not to discuss with them the issuance or validity of any permit.

3. The Secretariat therefore seeks the co-operation of all Parties to discourage traders from communicating with the Secretariat regarding these matters.

4. The Secretariat will continue to refer all enquiries from traders to the relevant Management Authority.
