Notification to the Parties

CONCERNING:

Use of phytosanitary certificates as certificates of artificial propagation

1. This Notification replaces Notification to the Parties No. 938 of 4 September 1996.

2. In accordance with the provisions of Resolution Conf. 10.2, section VI, the Parties mentioned below are entitled to use phytosanitary certificates as certificates of artificial propagation in the sense of Article VII, paragraph 5, of the Convention, for the export of artificially propagated specimens of species included in Appendix II and of artificially propagated hybrids derived from one or more unannotated Appendix-I species [cf. Resolution Conf. 9.18 (Rev.), second DETERMINES, paragraph b) iii)]:

3. Samples of the phytosanitary certificates for these countries were attached to the Notifications specified above.

4. The CITES Secretariat urges the Parties to provide the above information to Customs and other CITES enforcement authorities to avoid phytosanitary certificates issued by other Parties being accepted for the import or export of CITES specimens, and to avoid such certificates issued by the Parties mentioned above being refused as invalid CITES documents.

5. Parties that intend to utilize phytosanitary certificates as certificates of artificial propagation are requested to provide to the Secretariat all the relevant information (copies of the certificates, stamps and seals used, etc.), as recommended in Resolution Conf. 10.2, before starting to use such certificates.
