Trade in pre-Convention caviar
1. Since April 1998, when all species of Acipenseriformes not yet included in the appendices were included in Appendix II, it has become evident that the false declaration of caviar as having been acquired before that date (i.e. pre-Convention) is a means of circumventing the provisions of the Convention.
2. Information available leads the Secretariat to believe that genuine pre-Convention caviar stocks will soon reach the limit of their shelf-life.
3. On 17 December 1998, the Secretariat wrote to Parties that are significant exporting, re-exporting and importing States for caviar about pre-Convention caviar in trade.
4. Taking into account their responses and the advice of experts, the Secretariat recommends that permits and certificates stating that shipments contain caviar acquired before 1 April 1998 should be thoroughly investigated and that no declaration of pre-Convention caviar should be accepted after 1 April 1999.
