CONCERNING:
Parties that have not designated Scientific Authorities
1. In Resolution Conf. 10.3 [paragraph b) under RECOMMENDS] the Conference of the Parties recommends that:
"Parties not accept export permits from countries that have not informed the Secretariat of their Scientific Authorities for more than one interval between regular meetings of the Conference of the Parties".
2. In Notification to the Parties No. 1998/27 of 30 June 1998, the Secretariat reported that three Parties had not provided information on their designated Management and Scientific Authorities and a further 10 Parties had not informed the Secretariat of their Scientific Authorities. For two of these States, Afghanistan and Rwanda, the time limit specified in Resolution Conf. 10.3 has passed.
3. Consequently, the Secretariat is obliged to remind the Parties that they should not accept export permits from Afghanistan and Rwanda until information about the Scientific Authorities of these Parties is published in the CITES Directory.
4. As import permits for trade in specimens of Appendix-I species should be issued only following advice from a Scientific Authority, the Secretariat recommends also that no permits be issued to authorize the export of Appendix-I specimens to these States until details of their Scientific Authorities are published.
