Vacancy announcements
1. The Secretariat hereby transmits to the Parties the vacancy announcements for the posts of 'Chief, Enforcement Assistance Unit', 'Environmental Affairs Officer (Fauna)', 'Documentation Officer' and 'Regional Programme Officer' of the Secretariat of the Convention on International Trade in Endangered Species of Wild Fauna and Flora.
2. These Vacancy Announcements have been sent by the United Nations Environment Programme (UNEP) Headquarters to all member States of the United Nations.
3. The Management Authorities of the Parties are invited to provide copies of the attached documents to potential candidates for the post.

Provides the Secretariat for the Convention
on International Trade in Endangered Species
of Wild Fauna and Flora (CITES) which entered
into force in 1975. CITES ensures the
international trade in Wildlife does not endanger
the survival of species. CITES provides its
member states with a legal framework to fight illegal
trade.The mission of the Enforcement Assistance Unit (EAU) is to provide support to Parties in their implementation of the Convention, to supply practical enforcement advice on strategic conservation issues, to liaise with relevant law enforcement agencies and to act as a central repository for global wildlife crime intelligence.
As Chief of Unit, the incumbent is responsible for the development and effective implementation of all of the programmes of the Secretariat's Enforcement Assistance Unit (EAU).
Under the direct supervision of the Deputy Secretary General of CITES, the incumbent will perform the following duties:
1. Direct, coordinate and supervise the work of the EAU by:
a) planning, organizing and clearing documentation related to enforcement required for meetings of the Conference of the Parties to ensure quality and policy consistency and be responsible for raising the profile of enforcement of the Convention at various fora;
b) planning and formulating priority objectives for the work programme to ensure the implementation of enforcement decisions emanating from meetings of the Conference of the Parties and its Standing and Technical committees and ensuring the proper coordination of Permit Confirmation;
c) ensuring that Resolutions and Decisions, in particular those related to the implementation of enforcement decisions are handled efficiently and that all actions agreed by the Standing Committee and referred to the EAU are completed in the timeframe specified;
d) co-ordinating the review of individual Parties' national laws relating to the implementation of the Convention with a view to ensuring that they are adequate;
e) liaising with international and national law enforcement agencies, particularly officials of INTERPOL and the World Customs Organization and developing and expanding the network of contacts;
f) monitoring activities both in the Unit and in other units, relating to projects that focus on enforcement activities and providing technical input and materials on enforcement to training projects from other units;
g) reviewing annual reports of Parties and providing advice to Parties on the content and quality of the document with a view to the improvement of quality and timeliness.
2. Responsible for the implementation of the Secretariat's regional co-ordination work in one or more of the six CITES regions within the Unit by:
a) establishing:
- contacts with the Management Authorities in the region and acting as the CITES focal point and providing direct assistance to the Management Authorities, in particular regarding documentation or information relevant to CITES implementation;
- close professional links with permanent missions in Geneva regarding activities carried out in the countries of the region;
b) identifying, assessing and advising on CITES problems relevant to the countries of the region;
c) providing:
- advice to facilitate the identification of needs of Parties in the region, such as training, enforcement and legislation, species projects and, within the secretariat, communicating and cooperating with the other relevant functional units to ensure provision of appropriate assistance;
- assistance to Parties in the region in the identification of infractions and in the follow-up of infractions in the region;
d) participating in relevant fora in the region to inform countries about CITES and its mission and attending regional CITES meetings, providing input into the organization of such meeting as necessary.
3. Manage the programmatic, human and financial resources allocated to the Unit by:
a) keeping under continuous review the evolution and execution of work programmes in the EAU to ensure their conformity with the priorities established by the Conference of the Parties;
b) developing work plans and implementing the Performance Assessment Scheme (PAS), discussing and developing performance indicators with staff, ensuring that dealines are met for completion;
c) preparing the Unit's programme and budget and monitoring the financial resources available for the execution of the work programme and ensuring optimal use thereof;
d) ensuring the proper establishment and maintenance of databases related to the work of the Unit.
4. Other duties as assigned, such as:
- representing CITES at meetings.
Qualifications:
We are seeking a senior manager from a wildlife crime, environmental law or enforcement background, with a graduate or advanced degree, preferably in environmental law. Substantial experience in a senior management position within a governmental law enforcement agency may be considered as an alternative, if criminal investigation experience is demonstrated. At least 11 years professional working experience is required, of which at least 5 years should be at the international level, in wildlife law enforcement or prosecution,
or in a field directly related to the enforcement work of the CITES Secretariat. First rate leadership abilities, with highly developed oral, written and presentation skills, are essential. A commitment to open communications, empowerment, team development and partnership-building is essential. The incumbent will require a clear understanding of the workings of, and the issues facing, the Convention. He/she will possess excellent writing abilities and have had experience in project drafting and liaison with the news media. Computer literacy is essential, as is the administration of data protection protocols. Knowledge of Customs procedures would be an advantage.
Fluency in one of the official languages of the Convention (English, French and/or Spanish) is required and a good working knowledge of another (including English) is essential.

Under the supervision of the Head, Scientific Co-ordination Unit, the incumbent will perform the following duties:
1. Represents the CITES Secretariat in matters related to the implementation of the Convention for fauna by:
a) acting as the principal contact for the Secretariat with Parties, other States and non-governmental organizations with regard to matters related to fauna, the Animals Committee, and for matters related to fauna with the Nomenclature Committee;
b) reviewing all proposals related to the inclusion of species of fauna in the CITES Appendices and drafting Secretariat recommendations to the Conference of the Parties on each proposal;
c) developing projects, programmes or proposals for amendments to improve the implementation of CITES in relation to fauna.
2. Collects, analyses and disseminates information related to fauna in trade by:
a) assisting in the preparation of special regional or national training seminars to explain CITES regulations for trade in fauna and participating in general CITES seminars for the subjects related to the implementation of CITES for fauna and other subjects as required;
b) reviewing national legislation with regard to the implementation of CITES for fauna, making recommendations and developing programmes for assistance in developing effective national legislation;
c) maintaining contact with government agencies, non-governmental conservation organizations and academic institutions regarding trade in fauna;
d) developing materials and programmes explaining the CITES system for the regulation of trade in fauna;
e) preparing identification materials and other relevant information on fauna for inclusion in the CITES Identification Manual;
f) monitoring and reporting on the utilization and enforcement of annual export quotas.
3. Under the Unit Head, as part of the Regional Co-ordination Team within the Unit, carry out assignments by:
a) establishing contacts with
- Parties, Permanent Missions in Geneva and Management Authorities in Party countries and providing direct assistance in regard to the provision of documentation or information, facilitating the identification of needs, such as training, enforcement, legislation and species projects;
- non-Parties and providing information, documentation and any other assistance required.
b) providing:
- technical input to queries from Parties both those addressed to the Unit and to other Units;
- assistance to Parties in the identification of infractions and to the Enforcement Assistance Unit (EAU) in this respect;
c) attending and, as required, providing input into the organization of regional CITES meetings and participating in other relevant fora in the region to inform countries about CITES and its mission;
d) visiting new Parties and providing them with information concerning the implementation of the Convention.
4. Other duties as assigned, such as:
Having the principal responsibility for all Special Projects that focus on fauna. In consultation with the Head of Capacity Building Unit, investigating possible financial contributions from external sources for the realization of any projects and programmes which are developed to improve the implementation of the Convention for fauna.
Qualifications:
Advanced university degree in zoology or ecology or a related field. Seven years of relevant working experience of which preferably three to four years should be in an international environment. Fluency in one of the official languages of the Convention (English, French and/or Spanish) required; a good working knowledge of another (including English) essential.

1. Provide services in relation to the preparation of documentation by:
a) Forecasting and planning all documentation needs of the Secretariat, including documentation for meetings of the Conference of the Parties and its subsidiary bodies in order to ensure prompt submission and timely issuance of all documents. In consultation with appropriate senior staff, reviewing and revising documentation forecasting, planning production schedules and co-ordinating the flow of documentation.
b) Ensuring that all questions of a political, financial or legal nature in documents are cleared by the responsible officer within the Secretariat and ensuring that all documents are prepared in conformity with the relevant legislative mandate; overseeing the implementation of relevant decisions of the Parties on limitation on documentation and on presentation of Secretariat reports.
c) Editing or organizing editing of documents of the Secretariat produced in English, translating or organizing translation of documents from French and Spanish to English and co-ordinating the translation of documents produced in other working languages.
d) Co-ordinating the production of the CITES Identification Manual.
e) Updating editorial guidelines, ensuring consistency with editorial practice.
f) Co-ordinating technical requirements concerning documentation (development of templates for documents, documents formatting, loading of document files onto electronic systems, compatibility of optical disk systems, reproduction of documents).
2. Under the Unit Head, as part of the Regional Co-ordination Team, to participate in the regional co-ordination programme by:
a) Providing assistance to:
- Management Authorities in party States in regard to the provision of documentation or information, facilitating the identification of needs, such as training, enforcement, legislation and species projects;
- Parties in the identification of infractions and to the Enforcement Assistance Unit in this respect.
b) During visits to any Party, contacting the Management Authority and with the consent of that authority, any other organization concerned with the implementation of the Convention.
c) Participating in the organization of regional CITES meetings and attending as required, also participating in other relevant fora in the region to inform countries about CITES and its mission.
d) Visiting new Parties and non-Parties as required, and providing them with information concerning the implementation of the Convention, documentation and any other assistance required.
3. Other duties as assigned, such as:
Writing special reports as requested.
Qualifications:
University degree or equivalent experience in English/French or Spanish language or literature or in a related field. Four years relevant working experience of which three years should have been in an international environment. Knowledge of documentation planning and clearing and the establishment of documentation lists and forecasts highly desirable. Fluency in English and either French or Spanish required, including excellent drafting and editing ability in these languages and working knowledge of the third language.

2. Acts as a focal point for information relevant to all regions by:
a) establishing and maintaining databases for the proper storage and retrieval of material importance to all regions;
b) periodically analysing and assessing the work of the regions and preparing reports to the Deputy Secretary General of CITES on findings with proposals for change or innovations to make the system more effective.
4. Other duties as assigned, such as:
Writing special reports as requested.
