CONCERNING:
Proposals to amend Appendices I and II
Consultation with range States
1. In Resolution Conf. 8.21, the Conference of the Parties recommends that Parties that intend to submit proposals for amendment of Appendix I or II, and that do not intend to consult the range States, should submit them at least 330 days in advance of the next scheduled meeting of the Conference, for circulation to all Parties by the Secretariat. The deadline was therefore 16 May 1999 in the case of proposals to be considered at the 11th meeting of the Conference of the Parties.
2. By 16 May 1999, the Secretariat had received the following proposals for circulation:
a) From the Russian Federation (Annex 1):
Inclusion of roots of Panax ginseng in Appendix II in accordance with Article II, paragraph 2(a)b) From the United Kingdom of Great Britain and Northern Ireland (Annex 2):
Inclusion of Cetorhinus maximus in Appendix IIc) From the United States of America (Annex 3):
Inclusion of Hippocampus spp. in Appendix II
(NB: this has been submitted in the form of a "Species Assessment").3. The Management Authority of Australia has informed the Secretariat that it will support the proposal of the United States for the inclusion of Hippocampus spp. (seahorses) in Appendix II and has expressed its interest to learn the view of other range States of the role that CITES should play in the conservation of this taxon. They state:
"Australia would also be interested in the views of range States on whether other taxa within the family Syngnathidaea should also be proposed for listing, for example Solegnathus spp. which are extensively exported from Australia; scientific information on the conservation status of these taxa; and information on trade in these taxa and the impact international trade may be having on the population of the taxa. All comments should be forwarded to the United States Scientific Authority."
4. Copies of these proposals are attached and, in accordance with Resolution Conf. 8.21, interested Parties are invited to send their comments to the proponent States in order to allow them to submit revised proposals at least 150 days before the 11th meeting of the Conference of the Parties (i.e. by 12 November 1999). Comments should be sent direct to the Management Authorities of the States concerned (see CITES Directory for details) or to the place indicated in the letters.
