CONCERNING:
Amendment of Appendices I and II and Appendix III
1. At its 11th meeting (10-20 April 2000, Gigiri) the Conference of the Parties adopted a number of amendments to Appendices I and II of the Convention. A list of these amendments is enclosed and has also been communicated through the diplomatic channel to all contracting and signatory States.
2. Appendices I and II have been revised to take into account these amendments and the new version is enclosed. This is valid from 19 July 2000.
3. Appendix III has been revised to include two additional taxa, at the request of South Africa and the United Kingdom of Great Britain and Northern Ireland. The new version is enclosed and is valid from 13 September 2000.
4. Electronic versions of the appendices are available on request from the Secretariat in Word 97 format. Requests should be sent by e-mail to cites@unep.ch.
AMENDMENTS TO APPENDICES I AND II OF THE CONVENTION
adopted by the Conference of the Parties at its 11th meeting,
in Gigiri, Kenya, from 10 to 20 April 2000
1. In accordance with the provisions of Article XV of the Convention, the Conference of the Parties to the Convention, at its 11th meeting, held in Gigiri, Kenya, from 10 to 20 April 2000, considered the amendments to Appendices I and II proposed by the Parties. These proposed amendments were communicated to the contracting or signatory States of the Convention by Notification dated 22 November 1999.
2. The Conference of the Parties took the following decisions:

f) The population of the United Republic of Tanzania of Crocodylus niloticus included in Appendix II is maintained in Appendix II subject to an annual export quota of 1600 wild specimens (including hunting trophies), in addition to ranched specimens.
g) The annotation that indicates the conditions under which populations of Loxodonta africana of Botswana, Namibia and Zimbabwe are included in Appendix II is amended by the addition of the words "to ensure that where a) destinations for live animals are to be "appropriate and acceptable" and/or b) the purpose of the import is to be "non-commercial", export permits and re-export certificates may be issued only after the issuing Management Authority has received, from the Management Authority of the State of import, a certification to the effect that:
in case a), in analogy to Article III, paragraph 3(b) of the Convention, the holding facility has been reviewed by the competent Scientific Authority, and the proposed recipient has been found to be suitably equipped to house and care for the animals; and/or
in case b), in analogy to Article III, paragraph 3(c), the Management Authority is satisfied that the specimens will not be used for primarily commercial purposes".
h) The annotation that indicates the conditions under which the population of Vicugna vicugna (MAMMALIA, ARTIODACTYLA, Camelidae) of Bolivia is included in Appendix II is amended to delete the words "with a zero annual export quota".
i) As a consequence of the adoption of standard references to the names of the species listed in the appendices, the names of the taxa Balaenoptera bonaerensis (MAMMALIA, CETACEA, Balaenopteridae), Apalone ater, Asperidetes gangeticus, Asperidetes hurum, Asperidetes nigricans (REPTILIA, TESTUDINATA, Trionychidae), Pythonidae and Bolyeriidae (REPTILIA, SERPENTES), Calumma spp. and Furcifer spp. (REPTILIA, SAURIA, Chamaeleonidae) have been included in the appendices.
j) The annotations placed against Podophyllum hexandrum, Rauvolfia serpentina and Taxus wallichiana to indicate that all parts and derivatives, except specified ones, are subject to the provisions of the Convention, are amended to exclude also, where this is not yet the case, chemical derivatives and finished pharmaceutical products.
3. Following the adoption of the amendments set out in item 2, the following species and other taxa will no longer be listed as they were in Appendix I or II of the Convention, once the amendments enter into force. Some of them may, however, be included in either Appendix I or II under the name of other taxa:

4. Annotations in the above lists (item 2) are to be interpreted as follows:
a) The abbreviation "spp." is used to denote all species of a higher taxon.
b) An asterisk (*) placed against the name of a species indicates that one or more geographically separate populations of that species are included in Appendix I and are excluded from Appendix II.
5. As a consequence of the adoption of standard references to the names of the species listed in the appendices, some purely editorial changes have been introduced in the revised versions of Appendices I and II and, where appropriate, annotations have been included in the "Interpretation of Appendices I and II".
6. In accordance with the provisions of Article XV, paragraph 1, sub-paragraph (c), of the Convention, the amendments adopted at the 11th meeting of the Conference of the Parties will enter into force 90 days after that meeting, i.e. on 19 July 2000, for all Parties except those which make reservations in accordance with paragraph 3 of that Article.
7. In accordance with the provisions of paragraph 3 of Article XV of the Convention, and during the period of 90 days provided for by sub-paragraph (c) of paragraph 1 of that Article (i.e. by 19 July 2000), any Party may by notification in writing to the Depositary Government (the Government of the Swiss Confederation) make a reservation with respect to one or more amendments adopted at the 11th meeting of the Conference of the Parties. Until such reservation is withdrawn, the Party shall be treated as a State not party to the Convention with respect to trade in the species concerned. The other Parties shall then apply the provisions of Article X of the Convention to such trade with the Party having made the reservation.
8. In accordance with the provisions of Article XII, paragraph 2, sub-paragraph (f), of the Convention, the Secretariat has published an updated version of Appendices I and II to take into account the amendments adopted at the 11th meeting of the Conference of the Parties and the changes necessitated by the adoption of standard references mentioned under items 2 i) and 5 above. A copy of the updated Appendices I and II as adopted by the Conference of the Parties, valid from 19 July 2000, is attached to the present Notification.
9. The Secretariat would appreciate the contents of this Notification, as well as the attached documents, being communicated to the competent authorities.
