Notification to the Parties

CONCERNING:

New Regional Assistance Programme of the Secretariat

1. The Secretariat hereby transmits in Annex 1 the new arrangements for the Secretariat’s Regional Assistance Programme. Annex 2 contains an alphabetical list of countries and territories, indicating the region for each one and the designated regional assistant in the Secretariat. The key to this list appears at the end of Annex 2 and includes the email address of each regional assistant.

2. Please note that the Secretariat has allocated dependent territories and various islands to the geographically appropriate CITES regions. This has been done to facilitate more direct communication on CITES issues in each region, but in every case the Secretariat would copy all relevant communication to the Parties concerned. The Secretariat would appreciate hearing from those Parties for which territories are listed separately, regarding whether they see any problems with this arrangement and would prefer to have their separate territories allocated to their own region, in case the two are different. If Parties agree with the proposal outlined here, the Secretariat would ask that they provide it with the contact details of the CITES focal points for their separately listed territories (if these are not already included in the CITES Directory). A revised list will be distributed when these contacts have been finalized.

3. Additionally, the Secretariat is pleased to announce that the following staff members have been appointed this year:

– Ms Alice Burke as the Senior Capacity Building Officer (Projects) on 2 February 2001;

– Mr Juan Carlos Vásquez as the Legal and Trade Policy Officer on 27 February 2001;

– Ms Virginia Rothenbuhler as the Research Assistant of the Capacity-Building Unit on 1 March 2001;

– Mr Stephen Nash as the Chief of the Capacity-Building Unit on 2 April 2001;

– Mr Tom de Meulenaer as the new Senior Scientific Officer (Animals) on 2 April 2001;

– Mr Liu Yuan as the Regional Assistance Officer and Webmaster on 20 April 2001.

Annex 1

CITES Regional Assistance Programme

The Secretariat’s Regional Assistants are responsible for:

1. establishing contacts with Management Authorities in their region and acting as their focal point;

2. providing all new Parties in their region with the information they require to implement the Convention;

3. within the Secretariat, communicating and cooperating with the relevant functional work units to provide the assistance that the Parties require;

4. participating in regional CITES meetings and in other relevant fora in the region to inform countries about CITES and its mission;

5. together with the Deputy Secretary-General, establishing contacts with non-Parties in the region and providing information and documentation on CITES.

Regional allocation:

Regional Assistance Programme and general responsibility for non-Parties: Jim Armstrong.

– Africa: Malan Lindeque (principal officer responsible for the region); Laurent Gauthier (North Africa), Tom de Meulenaer (western and central Africa), John Sellar (East and southern Africa), Dounia Morgan (African Islands).

– Asia: Jonathan Barzdo (principal officer responsible for the region + western and central Asia), Alice Burke (Southeast Asia), Liu Yuan (eastern and southern Asia).

– Europe: Ger van Vliet (principal officer responsible for the region + western and Southeastern Europe), Marzena Jankowska (eastern and central Europe).

– North America, Central and South America and the Caribbean: Marceil Yeater (principal officer responsible for these regions + North America and most Caribbean Parties), Juan Carlos Vásquez (South America and Cuba), Andrés Manjón (Central America, Dominican Republic and French-speaking territories).

– Oceania: Stephen Nash.
