La Secretaría CITES

La sede de la Secretaría de la CITES, administrada por
el PNUMA, se
encuentra en Ginebra, Suiza. La Secretaría desempeña
una función crucial que es fundamental para la Convención
y sus funciones se enuncian en el Artículo XII del texto
de la Convención. Entre otras cosas, debe:
-
desempeñar una función de coordinación,
asesoramiento y servicio en el funcionamiento de la Convención;
-
actuar como depositario de los informes, las
muestras de los permisos y otra información remitida
por las Partes;
-
distribuir información relevante para
algunas o todas las Partes, por ejemplo, propuestas para enmendar
los Apéndices, muestras de permisos, información
sobre problemas de observancia, legislación nacional,
material de referencia o datos sobre nuevas Partes;
-
prestar asistencia técnica, por ejemplo,
en la preparación de legislación nacional para
aplicar la Convención, y en la organización de
seminarios de capacitación;
-
asistir en las comunicaciones y el control de
la aplicación de la Convención para garantizar
que se respetan las disposiciones;
-
publicar nuevas ediciones de los Apéndices
I, II y III, cuando haya modificaciones, e información
para ayudar a identificar las especies incluidas en los Apéndices;
-
realizar, en el marco de programas acordados,
estudios científicos y técnicos eventuales sobre
cuestiones que repercutan en la aplicación de la Convención;
-
preparar informes
anuales para las Partes sobre su propia labor y sobre
la aplicación de la Convención;
-
organizar reuniones de la Conferencia de las
Partes y de los comités de carácter permanente
con regularidad y prestar servicios a esas reuniones; y
-
formular recomendaciones sobre la aplicación
de la Convención.
La Secretaría distribuye información a las Partes,
por ejemplo, mediante Notificaciones, generalmente en los tres
idiomas de trabajo de la Convención (español, francés
e inglés).

- en el organigrama estructural de la Secretaría se muestra como se organiza la Secretaría para prestar los servicios solicitados por las Partes;
- en el organigrama funcional de la Secretaría se expone, a grandes rasgos, las funciones a desempeñar por la Secretaría para responder a las necesidades y expectativas de las Partes; y
- en el organigrama de la Secretaría se muestra la asignación del personal en el seno de la Secretaría para desempeñar sus funciones con miras a prestar los servicios a las Partes de la forma más eficaz, eficiente y transparente.
Cooperación con otras organizaciones
La meta 5 de la
Visión Estratégica de la CITES es "intensificar
la cooperación y concertar alianzas estratégicas
con los interesados en el plano internacional" y, en este
sentido, la Secretaría ha concertado varios acuerdos de
cooperación general con otras organizaciones. Esos Memoranda
de Entendimiento son los siguientes:
