ASUNTO:

Comercio de animales con fines medicinales

1. En la Decisión 10.143 figuran una serie de instrucciones dirigidas a la Secretaría sobre los productos medicinales que contienen partes y derivados de especies incluidas en los Apéndices de la Convención. A fin de aplicar esta decisión es esencial tener una idea clara de las especies que son actualmente objeto de comercio.

2. La Secretaría ha contratado a la Red de TRAFFIC para que compile la información disponibles sobres especies animales incluidas en los Apéndices (así como sus derivados) que se sabe se han utilizado en medicina tradicional y han sido objeto de comercio internacional con fines medicinales durante el decenio de 1990. La lista resultante se adjunta como anexo a la presente notificación.

3. Se han utilizado tres criterios básicos para determinar las especies que debían figurar en dicha lista, a saber:

	- especies ampliamente utilizadas en medicina tradicional;
	- especies comercializadas internacionalmente con fines medicinales; y
	- especies utilizadas para tratar problemas biológicos (se han excluido las mismas especies utilizadas como pociones o talismanes).

4. Este estudio se ha llevado a cabo en todas las regiones en que TRAFFIC cuenta con oficinas, salvo en Oriente Medio y Africa del Norte. Es preciso una mayor investigación para examinar la utilización y comercio de animales en la medicina tradicional en Africa Central y Occidental y en América del Sur.

5. La información sobre el uso medicinal y el comercio internacional de estas especies se ha obtenido de diversas fuentes, entre otras, la documentación publicada en el decenio de 1990; los datos proporcionados por las aduanas y la información sobre las incautaciones nacionales; y las entrevistas con practicantes y compañías farmacéuticas de medicina tradicional. Toda la información que figura en el informe ha sido debidamente referenciada y, en la medida de lo posible, se ha tratado de obtener información de fuentes publicadas. Si desea una copia de esta lista de referencias puede obtenerla solicitándola a la Secretaría CITES.

6. Cuando hay razones para pensar que cierta especie o ciertas partes de la misma se utilizan con fines medicinales, pero no ha podido recabarse información al respecto, se menciona en la lista con un asterisco.

7. La Secretaría solicita a las Partes que examinen esta lista y proporcionen cualquier información complementaria sobre las especies animales objeto de comercio con fines medicinales.
